ERROR: Installation Manager cannot find any packages to install, when installing ClearQuest and FixPack

Problem

This technote explains how to resolve an error, "Installation Manager cannot find any packages to install", that can occur when installing IBM Rational ClearQuest 7.1 and an applicable FixPack.

Symptom

Using Installation Manager menu option File > Preferences, you add the location of each repository for ClearQuest 7.1 and the Fix Pack using Edit repository. You have run the update from your local Installation Manager and not an instance on the DVD or in the compressed files.

You test the connection successfully. You click on "Install". You then receive this error message:

Installation Manager cannot find any packages to install. In order to access packages you must configure a repository connection and ensure that you can access the network or your repository media.
