Error HTTP 404 on Controller on cloud environments encounter when Cognos Analytics is not used

Problem

 IBM Cognos Controller on Cloud environments not using Cognos Analytics at all may run into HTTP 404 errors stating the Cognos Analytics datastore url is inaccessible as shown in the screenshot below. This error message is encountered often when running a report that would use the Cognos Analytics engine if the environment was not set to use the IBM Cognos Controller embedded library engine instead.
