Error CRIMA1217E is seen as a postinstall error

Abstract

The CRIMA1217E error with the extra test of :

Error during "post-install configure" phase:
CRIMA1217E: A problem occurred during the execution of the /opt/netcool/IBM/JazzSM/install/reporting_services/tcrWrapperInstall.xml file.

Explanation: A package has an issue that cannot be resolved by Installation Manager.

User Action: Identify the package that has the issue by looking at the installation history. In Installation Manager, click File > Installation History. In console mode, enter S: View Installation History. Contact IBM customer support.

Body

The  CRIMA1217E  error tends to be a general error, and so it is necessary to check the install logs.
In this case the tcr.cognos.out log file showed the error:
Error: Failed to find file "/opt/netcool/distrib/all/unzip_jazz_tcr/TCRCognos/BI/linuxi38664h/setup.csp". Unable to continue.
This can indicate an issue with the filesystem that the data is down loaded to not being a local filesystem.
The data to be installed must be put on a local filesystem.  
However with this instance this was not the issue.  It was found that the disk  format needed to be ext4 instead of the xfs it was first set up as. 
Once the disk format was ext4 then the install worked correctly.
Note: if there is a failed install, make sure it is all removed before the install is tried again.
