Problem
Engineering Lifecycle Management (ELM) application fails to connect to the SQL Server database hosted on a Windows server that is enabled for TLSv1.2 only and ELM application is not correctly configured for TLSv1.2
Symptom
Logging in to the Jazz Team Server can report the following error in the web UI
"Error 500: An error occurred while determining the authentication handler for request "https://<server>:<port>/jts/admin" or the following error can be found in the ELM application logs like the jts.log:2022-10-19T10:59:28,354-0700 [ Default Executor-thread-8] ERROR com.ibm.team.repository - CRJAZ2654E The server was unable to connect to the database because the database connection settings are invalid or because database is unreachable (SQLSTATE: 08S01, SQLCODE: 0). Verify the connection settings in your teamserver.properties file. See the Jazz Team Server log for more information.
com.microsoft.sqlserver.jdbc.SQLServerException: The driver could not establish a secure connection to SQL Server by using Secure Sockets Layer (SSL) encryption. Error: "SQL Server did not return a response. The connection has been closed. ClientConnectionId:f2acd562-1c85-48d8-af98-88d205d760f7".
