ERROR: Cannot insert duplicate key row in object, when upgrading database

Problem

This technote explains why the error, "Cannot insert duplicate key row in object" occurs when using IBM® Rational® ClearQuest® Maintenance Tool to upgrade feature levels.

Symptom

When upgrading a user database from feature level 5 to 6, an error similar to the following may occur:

Reason(s) for failure: SQLExecute: RETCODE=-1, State=23000, Native Error=2601

SQL statement="insert into ratl_permission (id,version,schema_id,schema_rev,package_ownership,
policy_type_enum,granted,controlled_object_type_enum,
controlled_metadata_id,scoping_object_type_enum,
scoping_metadata_id) values (16780518,1,-1,0,0,2,1,2,0,2,0)"
