Problem
This technote explains how to resolve a 503 error, that can occur when using the IBM Rational Team Concert Eclipse Client to connect to a repository.
Symptom
While using the Rational Team Concert Eclipse client, when connecting to a repository I receive a 503 error:
java.io.IOException: Server returned HTTP response code: 503 for URL: http://www.w3.org/TR/html4/strict.dtd
