"Error - -2147024770 Automation error The specified module could not be found" when using DbConv to upgrade database

Troubleshooting

Problem

Administrator is trying to upgrade an old database, and so launches \legacy\DbConv.exe. Administrator selects the relevant database and clicks "Run Steps". After a while, an error appears.

Symptom

ERROR -2147024770 (Hex 8007007E):
Automation error
The specified module could not be found.
