Problem

This technote provides a solution for the error, []Unable to start system process - error 1314[], when attempting to run the functional test on an IBM® Rational® Build Forge® Agent on Microsoft® Windows®.

Symptom

When attempting to perform a functional test on a Build Forge agent running on Windows, the following error occurs:

Unable to start system process - error 1314
PLAT: Win32 Windows XP.
250 RESULT 4
PING: internal loopback test complete.
260 EOR
