EIBRESP=13 EIBRESP2=20 NOTFND for EXEC CICS WEB OPEN command

Troubleshooting


Problem

Your webservice application returns EIBRESP 13 and EIBRESP2 20 for an EXEC CICS WEB OPEN command in a CICS Transaction Server for z/OS. You recently changed your URIMAP to reflect a hostname in the HOST attribute of the URIMAP.  When you set the value to an IP address it works correctly. You would like to understand why you are getting the error RESP=13 RESP2=20.       

Symptom

You turn on CICS auxtrace (or take a dump of the problem) with components EI=(1-2), AP=(1-2), PI(1-2), SO(1-2), and WB (1-2) using CETR and the programmer ran the transaction. You see the following trace entries indicating that the WEB OPEN did not complete successfully:

AP F911 EIWB  EXIT  - WEB_OPEN RESP=13 RESP2=20 
AP 00E1 EIP   EXIT WEB-OPEN NOTFND

Cause

Per the CICS TS documentation the RESP and RESP2 return codes on the EXEC CICS WEB OPEN indicate:
13 NOTFND
 
20
Host name is not resolved by name server or the format of the host option is incorrect.
When you look at the dump (or trace) of the problem you see that the those return codes are preceded by a TCPIP call that fails with a return code 78AE1004 which indicates that the DNS name cannot be resolved.

Diagnosing The Problem

Looking through the trace you can see that the WEB OPEN is failing because TCPIP is having issues trying to resolve the address that is being used

The *EXC* GETADDRINFO_ERROR is what proceeds the WEB OPEN failure that is eventually seen in CICS.                    
                                                                        
The 78AE indicates a Resolver issue (7880-78FF Reserved for z/OS Communications Server Resolver) and 1004 indicates the resolver service did not find the specified host name. The Domain Name is not found.

Resolving The Problem

It is possible that the hostname has a spelling problem or the DNS does not know it to resolve. If the latter is your problem, you will need to pursue with your DNS administrator. CICS itself is working as expected. If you have a multi-TCPIP stack environment,  you might need to ensure that the CICS region in question points to the correct resolver DNS.
