Resolving the problem

The translator is working as designed. Certain codes will not generate detail records when thrown using CERROR (or when they show up in the course of normal translation) because there have no analogous 997 error code and are therefore meaningless (the 400 code is one such code). The only codes that are valid in CERROR that will generate AK3/AK4 segments are the following:
100 105 110 115 120 125 130 135 140 145 300 305 310 315 320 325.
