Driver's SQLSetConnectAttr failed error, when binding DB2 packages

Problem

This technote explains a cause and resolution for a SQLSetConnectAttr failed error that can occur in IBM Rational ClearQuest when connecting to an IBM DB2 database.

Symptom

The ClearQuest 7.0 Installation and Upgrade guide states:


    The Data Direct driver that is used by Rational ClearQuest to connect to DB2 databases requires that a number of DB2 packages be created and bound to the database. You must run the following command to bind the packages to the databases before connecting to them from Rational ClearQuest. binddb2pkg server database DB2_admin password [port] If the database is in a DB2 instance that is not using port value 50000, the port value must be specified.

Running the command binddb2pkg server database DB2_admin password [port] causes the following error:


    EXCEPTION: [DataDirect][ODBC DB2 Wire Protocol driver]Optional feature not implemented.
    [DataDirect][ODBC DB2 Wire Protocol driver]Driver's
    SQLSetConnectAttr failed.
    [DataDirect][ODBC DB2 Wire Protocol driver]Connection refused.
    Verify Host Name and Port Number.
    State: S1C00 Native: 0
