Driver's SQLAllocHandle on SQL_HANDLE_ENV failed error in RequisiteWeb

Troubleshooting

Problem

Attempts to open a project in IBM Rational RequisitePro client for Web (RequisiteWeb) result in "[Microsoft][ODBC Driver Manager] Driver's SQLAllocHandle on SQL_HANDLE_ENV failed" error.

Symptom

The following error message is seen in Rational RequisiteWeb,

Could not open RequisitePro project file:
<Path_to_Project>\<project_name>.rqs
[Microsoft][ODBC Driver Manager] Driver's SQLAllocHandle on SQL_HANDLE_ENV failed

Cause

This is caused if RequisiteWeb is installed first and then the Enterprise database client (such as Oracle, or DB2) is installed.

Resolving The Problem

1. Launch IBM Installation Manager and click Modify.
2. Select the RationalSDLC package and click Next 2 times.
3. Uncheck the option for Server Components and click Next and then Modify.

After this is done you might be prompted to restart. You then can follow the same steps to re-add the server components.
