Desktop Requisition - Create Template Does Not Transfer all Fields From DR to Template

Question

Why does the information such as  Location and GL Debit Account on the DR header not get transferred from a DR to a Template?
1. Go to Self Service < Desktop Requistions < Create Requisition.
2. Fill out GL Debit Account, NOTE the Location
3. Click Step 2/Continue.
4. Under Requisition Line Items, click Add New Row.
5. Select Item=560-00, Quantity=1
6. Click ‘Save As Draft’, NOTE the DR number.
7. Click View Details (will open ‘View Drafts’ app) NOTE GL Debit Account and Location came across
8. Click Create Template and add description, click OK
9. Take note of Template. Go to View Templates application and open created template.
RESULT
The GL Debit Account and Location is not there.
EXPECTED RESULT
The Location and GL Debit Account should be saved as part of the template.
