DBExecute validation fails due to SSL certificate error

Problem

After updating the SQL Server JDBC driver version in the Content Engine, the DBExecute validation fails.

Symptom

After updating the SQL Server JDBC driver version to version 10 or higher, the DBExecute validation fails.  The PE Server log shows an exception due to a missing SSL certificate.  The exception can happen even when SSL is not configured.
