db2updv115 fails with "Error checking db2updv table function existence or creating the hash map, with rc = -101"

Problem

Running db2updv115 after upgrading the instance to a new version might fail with the error below and generate FODC_Memory folder:
MESSAGE: Failed to prepare statement SELECT SCHEMA, NAME, MODULE, TYPE, SIGNATURE FROM TABLE(SYSIBMINTERNAL.GET_DB2UPDV_INFO())
MESSAGE: Error checking db2updv table function existence or creating the hash map, with rc = -101
db2updv115 processing failed for database 'SAMPLE'.
 

Symptom

Running db2updv115 after upgrading the instance to a new version might fail with the error below and generate FODC_Memory folder:
MESSAGE: Failed to prepare statement SELECT SCHEMA, NAME, MODULE, TYPE, SIGNATURE FROM TABLE(SYSIBMINTERNAL.GET_DB2UPDV_INFO())
MESSAGE: Error checking db2updv table function existence or creating the hash map, with rc = -101
db2updv115 processing failed for database 'SAMPLE'.
db2diag.log would show messages as below:
