Troubleshooting
Problem
Db2 installation fails specifically for Windows with error code 1603.
Symptom
The Db2 installation log will show the following:
1: Unable to load Up and Running Engine (db2ure_v115.dll). Error code from GetLastError is (126)
CustomAction StreamLibrarysCA returned actual error code 1603 (note this may not be 100% accurate if translation happened inside sandbox)
Action ended 7:51:11: StreamLibrarysCA. Return value 3.
Action 7:51:11: SetupCompleteError.
Action start 7:51:11: SetupCompleteError.
