DataStage client connection fails with a licensing error

Problem

DataStage Client connection fails with the following error message: This client is not licensed to work against the selected domain.

Symptom

The DataStage client displays the following error message when the connection is attempted: "This client is not licensed to work against the selected domain". In the Information Server web console, there was no license information present, and it did not have the expected text "IBM InfoSphere DataStage Server Default License File installed" shown in the Issued to: field.
