Problem
Using a decrypted cogstartup.xml from 8.4 in a new 10.2.1 configuration cause the following error when attempting to save. [Cryptography] [ ERROR ] Modulus size must range from 512 to 1024 and be a multiple of 64
Symptom
Cryptography settings were not set correctly
