Creating a WI in RTC results in "Error fetching or storing Task X" error in web browser only

Problem

Attempts to create a Work-Item in IBM Rational Team Concert results in the error "Error loading properties for editing the work item" in web browser only.

Symptom

The full error message is as follows:
Error fetching or storing Task X | Details: Error loading properties for editing the work item

This behavior is observed only after a upgrade.

The WI creation fails on in the web-client only and works as expected in the Eclipse client
