Symptom
This problem will only be seen if the IBM Rational Requirements Composer server was upgraded to 2.0.0.3 or higher from 2.0.0.0, 2.0.0.1, or 2.0.0.2.
New installations of IBM Rational Requirements Composer 2.0.0.3 or 2.0.0.4 do not exhibit this behavior.
