Problem

Attempts to create IBM Engineering Test Management (ETM) artifacts by using the REST API result in error "You cannot assign a value of a subcategory of an unassigned parent category"

Symptom

You are trying to create ETM artifacts with the REST API (including by using a client such as the ETM Excel Importer). You see the following error in the response to your REST request: You cannot assign a value of a subcategory of an unassigned parent category. This issue occurs even when you are not setting the values for any of the artifact categories.
