Resolving The Problem

How can a password be all-numeric?

You can create an all-numeric password by specifying Q as the first character. If a user specifies Q12345 as the password on the Change Password display, the user can specify 12345 or Q12345 as the password on the sign-on display. In addition, an alpha-numeric password can be created where a number follows the Q. Then, the Q can be omitted.
