Problem

Attempts to install IBM Rational Software Delivery Platform product version 7.5 or higher on Microsoft Windows using IBM Installation Manager 1.3.3 or higher results in the error "Installation failed. Error during "install" phase: CreateProcess: "C:\Program Files\IBM\SDP\runtimes\base_stub\security.update.bat" error=5".

Symptom

The full error message is as follows:

Installation failed.
Installation Manager fetched NNN files (N GB) during this installation attempt. You can keep these files to avoid fetching them again. Installation Manager will delete these files during a successful installation of this or any other package.
