The Change Service Attributes (CHGSRVA) command has a parameter called critical messages to user that specifies which class of user is to get the critical messages. The default is *SYSOPR, *SECOFR, *SECADM, *PGMR, *USER. This says that users whose user profile is any one of these user classes will receive the message.
