"Could not open. Please verify that the right version of Excel is properly installed..." when using Command Center with non-English Excel

Troubleshooting


Problem

User clicks "Company - Command Center". User chooses selections, and clicks "Show". User browses "Group Command Center" and locates the relevant green "Reported" entry. User right-clicks on "Reported" and chooses "Data Entry REPO". User clicks "Open". An error appears.

Symptom


Open Excel
Could not open. Please verify that the right version of Excel is properly installed and configured with all required plug-ins.

The above error may be preceded by another pop up error:

The Excel-link is not installed
