"Could not load file or assembly 'WindowsBase, Version=3.0.0.0..." when launching Excel

Troubleshooting


Problem

User launches Excel. User receives an error. If the user ignores that error, and tries to logon to Controller (via the Excel link), a second error appears.

Symptom

Initial Error:
Could not load file or assembly 'WindowsBase, Version=3.0.0.0, Culture=neutral, PublicKeyToken=31bfxxxxxxx' or one of its dependencies. The system cannot find the file specified.

Second/later error (if user ignores the first one) when using Controller Excel link:
