Problem

Could not connect to broker URL - Active MQ service does not start.

Symptom

Active MQ service does not start and the following error is reported in system and wf logs.

The issue happened on a new SI 5.1 installation where the conf directory was missing from the <SI install dir>\activemq\ directory.
