Converting Oracle Julian Date to Datetime

Troubleshooting


Problem

An Oracle Julian date is a 7 digit number, representing the number of days elapsed since December 31st, 4712 B.C. For instance, 2451367 represents July 7, 1999. How can I convert this back to a normal datetime?
