Problem

New or existing user is unable to access Cognos Controller.

Symptom

An error occurred while trying to access the server
Conversion from string "-1' to 'integer' is not valid
 at Microsoft.VisualBasic.CompilerServices.Conversions.ToInteger(String Vaue)
 at CCR.AppContext,SaveToSpam(DataSet&rcsConf)
 at CCR.AppContext.LoadVariables() at CCR.AppContext.Login()
Another potential error while inside the application:
Error:  Number: 5
Source: System.Data
Description: Input string was not in a correct format.  Couldn't store <-1> in TableCounter Column.  Expected type int32
