Problem
As per the related URL below, many datasets have to be not only APF authorized, but also under RACF PROGRAM CONTROL with the HTTP Server. Usually this problem will occur with a change in the name of the DB2 load libraries or one of the other dataset names during an upgrade, and the new dataset name is not under RACF PROGRAM CONTROL.
Symptom
CEE3250C The system or user abend S306 R=00000042 was issued.
From entry point CAF_Connect at compile unit offset -000790E8 at entry
Cause
