Connection refused error when executing rlogin command on Linux machine

Problem

db2start may fail with "SQL6048N A communication error occurred during START or STOP DATABASE MANAGER processing"

Symptom

After a server reboot db2start command may fail to start with "SQL6048N A communication error occurred during START or STOP DATABASE MANAGER processing"


The rlogin hostname fails with below error:

(db2inst1@p01slapp02):/home/db2inst1# rlogin p01slapp02
p01slapp02: Connection refused
