'Connection failed ... SQL Server does not exist or access denied' when creating new database connection

Troubleshooting


Problem

Administrator logs onto the Controller application server, and launches "Controller Configuration". Administrator creates new database connection. Administrator clicks on the green "tick" test button, but receives an error message
