Configuring a Workflow Escalation to Escalate an Assignment More Than Once

Question

We have work orders routed to various users. After a few hours it is escalated to the user's supervisor. The first time it escalates the escalation is properly routed to the supervisor. We would like it to wait those same few hours with that supervisor and once the time limit is exceeded to then escalate to that person's supervisor. This doesn't work so how do we make it do that?
