Problem
Oracle Database 12c Release 2 (12.2)
Symptom
To use ClearQuest with Oracle Database 12c Release 2 (12.2), you must configure the database server to allow connectivity. If you do not configure the database connection, you receive the following error:
EXCEPTION: [IBM Rational DataDirect][ODBC Oracle Wire Protocol driver][Oracle]ORA-28040: No matching authentication protocol
State: S1000 Native: 28040
