Communication error - time out when attempting new Visual client connection to server

Problem

Communication error pop-up window reports a time out after attempting initial connection from Visual client to Visual server.

Symptom

Pop up window titled: Communication error
Text shows: EPR3: Time out. The cesys log file in <file location> may contain more information.
