Does Cognos Express Xcelerator support the Local Server ? Based on the documentation it looks like Cognos Express Xcelerator does support the Local Server, however attempts to start it fail. Using Cognos Express Xcelerator Perspectives or Cognos Express Architect open the Cognos Express Xcelerator Server Explorer and click "File" -> "Options" in the menu bar to open the "Options" dialog box. The entry box "Local Server Database Directory" in the top right corner of the "Options" dialog box seems to enable a user to enter the full path to a database directory to be used by the Local Server.
