Cognos Controller User Manager service fails to start.

Troubleshooting

Problem

User launches Controller client. User receives error message. If the I.T. administrator attempts to start the "Cognos Controller User Manager" Windows service on the Controller Application server, they receive an error.

Symptom

End user's screen:
Error Contacting User Manager.

Error when manually starting Windows service:
Could not start the Cognos Controller User Manager service on Local Computer. Error 193: 0xc1
