Code: 110 Incorrect Data Format when numeric data contains more than 9 decimals

Symptom

Numeric data contains more than 9 decimal places and correctly errors out the transaction.
However, per

How to stop an error due to more than 9 decimal positions in a mapping process? 

Answer 
Edit translator.properties.in 
change 
storage.useBigDecimal=true 

save file 
run setupfiles 
stop GIS 
start GIS

This does not correct the error.
