Problem
This technote explains why the IBM® Rational® ClearCase Multi-version file system (MVFS) may become unloaded and the error, cleartool: Error: The MVFS file system is not installed or not loaded, is reported when attempting to stop ClearCase.
Symptom
Attempts to stop ClearCase results in the following errors:
[root@user1-rhas4 cache]# /usr/atria/etc/clearcase stop
export_mvfs: Error: Couldn't unset view: not a ClearCase object
Trouble unexporting views(64:1)
Unmounting VOBs...
cleartool: Error: The MVFS file system is not installed or not loaded,
or the 'viewroot' is not mounted or is inaccessible: not a ClearCase object.
Trouble unmounting active VOBs(32:1)
[root@user1-rhas4 cache]# /usr/atria/etc/clearcase start
ClearCase daemons: albd_server
Mounting public VOBs...
Cause
In a rare case, a user could delete or remove the clearcase_specdev link due to its permissions.
Accidental removal of clearcase_specdev link in /var/adm/rational/clearcase/cache will result in the MVFS being unloaded.
Diagnosing The Problem
There is a link to the specdev file and if it is deleted, it will unload the MVFS. If the link is recreated, the MVFS reloads and normal operations can resume.

[root@user1-rhas4 cache]# rm clearcase_specdev

[root@user1-rhas4 cache]# /usr/atria/etc/clearcase stop
ERROR: This routine can't be executed in a view context.
Stopping prematurely due to encountered error.
[root@user1-rhas4 cache]# exit
exit
[root@user1-rhas4 cache]# /usr/atria/etc/clearcase stop
export_mvfs: Error: Couldn't unset view: not a ClearCase object

Resolving The Problem
Recreate the clearcase_specdev link in /var/adm/rational/clearcase/cache, and the MVFS will reload and normal operations can resume.
