Abstract
This problem only happens with MS Access database. During initial investigation found that MS Access did not work as expected in multithreaded environment, where ClearQuest Designer uses multiple threads for installing the packages.

- Login into ClearQuest v9.1 Designer, right click on database and click on Install package.
- Select the package from the available list and click on finish.
- After that ClearQuest Designer throws an exception and exits.
