ClearCase Administration Console crashes when opened from Windows Terminal Server session

Problem

When using the IBM® Rational® ClearCase® Administration Console through Microsoft® Windows® Terminal Server (WTS) or Remote Desktop, the GUI crashes and closes without any error.
