Characters are displayed as question marks (?) with WebSphere and Microsoft SQL Server

Troubleshooting

Problem

When adding property values that include characters requiring variable-width encoding (Arabic, Hebrew, Turkish, Greek, etc.), the characters may be displayed and stored as question marks (?). This behavior may be due to a change in default behavior in Websphere 8 and higher.
