Troubleshooting
Problem
User launches Controller. User receives error message. Afterwards (as part of troubleshooting), user launches Cognos Connection (http://servername/cognos8). User receives similar error message.

CGI Error
The specified CGI application misbehaved by not returning a complete set of HTTP headers.
