Troubleshooting
Problem
Cognos services take too long to start. At the end of the startup processes, the following error message is shown in Cognos configuration: "CFG-ERR-0106 IBM Cognos configuration did not receive a response from the IBM Cognos Service in the time allotted" (see screenshot)
Symptom
Cognos services don't start at all, or services take too long to start. In either event, the CFG-ERR-0106 is shown during services startup
Environment
Tested on Cognos Analytics 11.0.13
Resolving The Problem
Stop Cognos Services
Navigate to the folder C:\Program Files\ibm\cognos\analytics\wlp\usr\servers\cognosserver\ workarea
Delete the workarea folder
Start Cognos Services
