'The certificate received from the peer is not trusted' and unable to encrypt cryptographic information when saving in Cognos Configuration

Troubleshooting

Problem

Configuring Framework Manager to use an SSL protected Web Server results in 'The certificate received from the peer is not trusted' and unable to encrypt cryptographic information when saving in Cognos Configuration.

Symptom

When attempting to point Framework Manager to an SSL protected Web Server, a warning repeatedly occurs:

    Security Alert
      The certificate received from the peer is not trusted.

      <Certificate Information>

    Do you want to proceed?

When you click Yes, Cognos Configuration will not be able to encrypt the Cryptographic Information and will result in a warning:
    The cryptographic information cannot be encrypted. Do you want to save the configuration in plain text?

Attempting to recreate the cryptographic keys does not help.
