C&DS patch attempt fails with 'The requested resource is busy' message.

Problem

While installing a patch for C&DS 4.0, it failed to apply. Here is the error: [exec] WASX7017E: Exception received while running file "/SPSSInc/setup/websphere-deploy-wars.jacl"; exception information: com.ibm.websphere.management.exception.ConfigServiceException [exec] com.ibm.ws.sm.workspace.WorkSpaceException [exec] java.io.IOException: java.io.IOException: The system cannot find the specified file, either the filename is too long on Windows system or run out of file descriptor on UNIX platform. java.io.FileNotFoundException: /QIBM/UserData/WebSphere/AppServer/V61/Express/profiles//wstemp/ Script13626545371/workspace/cells//applications/processu i.ear/deployments/processui/.repositoryContext (The requested resource is busy.) .
