Cannot upload Attachment from Anywhere application to Maximo (Desktop)

Problem

Download attachment from Maximo works but Unable to upload attachments from the Anywhere application on mobile device to Maximo (Desktop)

Symptom

Steps to reproduce:
  1. Go to the Work Execution application
  2. Bring up a record from a Work list
  3. Go to the Attachments section. Verify that the attachment can be downloaded.
  4. Take a photo or select an existing photo
  5. Enter a file name and description
