Abstract
When creating a report with a conditional block containing a value prompt with "multiselect" property set to "yes", running it from content navigation in Cognos Analytics 11.0 returns the values as radio buttons instead of checkboxes resulting in the user being unable to make multi-selections.

To resolve the issue, please follow these steps:
Open Cognos admin console.
On the status tab, click "System"
Click on drop down next to "System" and select "Set properties".
On the "Settings" tab next to "Advanced settings" , press "Edit..."
Add the following parameter: "RSVP.PARAMETER_CACHE" value: "FALSE"
Open Cognos admin console.
On the status tab, click "System"
Click on drop down next to "System" and select "Set properties".
On the "Settings" tab next to "Advanced settings" , press "Edit..."
Add the following parameter: "RSVP.PARAMETER_CACHE" value: "FALSE"
Refresh Cognos (Ideally signout and log back in) and re-run the report. The problem should now be fixed and the value prompt will show checkboxes allowing multi-selection.
