Problem
In Rational Application Developer for WebSphere Software (RAD), you are unable to publish a service with a Web Service binding if the context root is already bound.
Symptom
The SCA Tools will fail to publish any service to IBM WebSphere Application Server (WAS) if the context root computed for the service by WAS is already in use on the server, such as for a Web service deployed by means of a Web project.
