Troubleshooting
Problem
When you use a user account that is not a member of the Windows Administrator group, and try to open a Rational RequisitePro project, the following error message is displayed:

After closing this error, a second error message is displayed:

Cause
With the IBM Global Security Kit version 7 that is integrated in Rational RequisitePro 7.1 to obtain FIPS 140-2 compliant encryption, both read and write permissions are required to access the RequisitePro.kbd file. It cannot be altered to require only read permission. So when you access a Rational RequisitePro project that uses FIPS 140-2 encryption, or access a project that uses LDAP authentication with a FIPS-140-2 encrypted password to bind to the LDAP server, your user account needs both read and write access to the RequisitePro.kdb file. Only user accounts that are in the Windows Administrator group have Full Control rights to the file. Non-administrator user accounts have only read permission for accessing the file, and therefore the error message occurs.
Resolving The Problem
The workaround for this problem is to create a new Windows group for user accounts that are not in the Windows Administrator group, and give that group Full Control rights to the RequisitePro.kdb file. That will enable users in that group to open the project successfully. Apply the workaround on the computer where Rational RequisitePro is installed.
